RE4 hacked, hidden features unlocked
A pair of hackers is claiming to have unlocked Resident Evil 4's debug
mode. While the duo is unwilling to disclose their method at this time — for fear it would have "possible
negative effects" — they've posted a pretty convincing video showing off some of the hidden features,
including thermal mission, stealth camouflage and bullet time. It's worth noting that the hackers are using a version
of RE4 they're calling, "Resident Evil 4 Trial Edition (GCN)."

What negative affects could be possible? I would understand if this was some sort of online multiplayer type game -- but it isn't.

Is anyone else unable to get the video to work? Usually Youtube vids work fine on my comp, but this one hangs on "loading" and never gets any further.

I hate to be the guy who says this but "this is old". Probably about a year or so, I remember doing this before the full version of the game even came out. Pretty much you have to use the PSO ep I & II exploit to stream a modified version of the RE4 Trial ISO to your cube.
There is an ini-ish file in the image that you have to change one of the values to access it. Once you do this, there are a ton of things you can mess around with. It's been a while, but I clearly remember being able to modify the shotgun to shoot something like 100 rounds a second.

If I had to guess, the "Negative effects" are as follows.
1. It's apparently a 'Beta Build' of the game, if you read the article, the menu shows an 'E3' mode. How did they get ahold of a beta build of the game to begin with?
2. Finding what's in there probably required some RAM debugging and farting with the game code itself. Possibly editing files and re-burning the game. In the article they mention the folder structure of the game and that the 'ST0' folder contents are missing so some features don't work. Reverse engineering any licensed software in this manner usually violates the EULA, and yes it is different than running a gameshark.
So given those two possibilities, I figure they don't want to release the method and get the community as a whole in trouble for having a copy of the beta and reverse engeneering it.

#14: The first time you play DOA3 it shows you the EULA that includes not disassembling or reverse engineering the game or game data. It appears their isn't a printed EULA on the Resident Evil 4 manuals anywhere, but as licensed software it may be implied.
