Where in the first game you found contradictions in witness testimony to see through their thinly-veiled lies, in Justice For All you'll be attempting to break through each witness' 'Psyche Lock,' which is best summed up as a kind of mental barrier guarding the truth. The role of the new prosecutor in Justice For All (well, new for us anyway) is the puffy-shirt-wearing Franziska von Karma.
