I think I have decoded this part. It is an evil plot by DRM enforcers to hoard advertising money, as an attack in a war between notice boards. Their secret revenge operation, Violation Hour, will seek to erase all text on the other board and eradicate the opposition! FOR GREAT JUSTICE!! See translation:
