"Let's say the Wii Startup Disc is a region-specific firmware update. If a US Wii owner could obtain a Japanese startup disc, could he or she enjoy a more expansive Virtual Console launch lineup?"

Computer and videogames features a Virtual Console Interview where it is confirmed that European guys will connect to European servers. If it is hardcoded in the firmware, these discs could become eBay items in no time.

Maybe the startup disc is for things like firmware for those who can't connect to the internet or don't have a connection seen as not everyone will (maybe Nintendo are just taking into account the minority).

Yeah right - so if you select "English" it knows you're in England!

Oh sorry! Forgot us Brits don't speak English anymore! We've all switched to the slightly harder to spell "International English"...

"49. This is not a firmware update. It takes a bit of common sense to figure this out. If they made a firmware update partway through production, they would have had to go back to put that screen in. If they were to do that, they could have gone back and installed the update instead of bothering with the disc and screen."

Maybe they knew from the start that they hadn't finished the firmware, so they added the dialogue asking for a disc before the firmware had been finalized.

No, this means the console is region-specific.
So you a Japanese setup disk wouldn't work.
Think about it.
If the console its self wasn't region specific it would have to say all the languages there, like Japanese, and Chinese.

I work at Eagle Global Logistics (EGL), a company like UPS that ships stuff, and we are currently shipping these demo units to GameStop stores, and I read a letter attached to one of the boxes. It said something about a Nintendo associate needing to visit the store to "activate" the Wii. That may have something to do with it.

Ok. This whole Wii start-up disk thing. I hear that it is preinstalled on the American models, but I booted my Wii up today and it asked me for a freaking start up disk. Like hell. It didn't come with one. So what now?
