Because CGI is expensive, and if not done correctly looks fake as hell.
In a normal situation, this would've been a much cheaper/effective route to take, but in a normal situation the professional driver doesn't crash into a wall.

CGI sure is expensive when you got a ferrari that ends up crashing, then you have to get repairs, probably another ferrari to shoot the commercialTHINK!!!!!.

Why do people think this was cheap? A location shoot like this starts at $100K and flies up from there. Maybe cheaper because of not using 35mm film and shooting really loose, but still...
Doing the car in CG is not the problem, that's approachable. Creating the surrounding environment in CG is much more expensive and difficult.
The solution? Shoot the environment live and insert a CG car. Et voila: best of both worlds!

Fast driving belongs on the track. Not in the city.
They should be a little more responsible in the way they represent the sport of car racing.
You should never drive faster than the posted speed limit. Dumbasses.
Keep it on the track where you can have a blast and not kill people. Plus it's totally LEGAL to GO FAST.

Considering that the majority of PGR's tracks are in cities, it seems reasonable to film in one of them as well. Also note that they weren't filming in rush hour traffic. The street was blocked off for obvious safety reasons.
PGR wouldn't be much fun if you had to follow speed limits. And I don't think a commercial featuring a F430 slowly cruising down a street would generate a whole lot of interest in PGR4.
I'm not all that concerned about how commercials "represent the sport of car racing." Anyone with half a brain knows that drifting at breakneck speeds through downtown NYC isn't particularly safe. One advertisement for a video game isn't going to change that perception.

Thats the same mistake I make in the game, slide through a turn grab some traction unexpectedly and hit a wall. Of course I got a better deal on all my cars, about $60 as I recall.

To those asking why they were using a real car; Racing games are always touting graphics and how close they're getting to make them look exactly like real life. So I wouldn't be surprised to see this drift cleverly edited to cut out the crash and show the real thing "morph" into in-game footage of the Ferrari completing the turn.
