Eidos' Product Acquisition Director Ian Livingstone, speaking at the Edinburgh Interactive Festival, said that game developers need to create more iconic characters. Not just for games, but so they can be used in various other products as well. He showed the audience a series of iconic characters and mixed in there were game heroes ... some people in the audience couldn't put names to the characters. Livingstone said, "If we all work in the games industry, what does that say?"
Eidos has definitely had a focus on iconic characters. From Lara Croft to Agent 47, to the upcoming Kane & Lynch. From what we saw of the game at E3, the characters exude bad-boy personality, which can also be seen in the trailer. Livingstone says that Kane originally looked much younger -- "a bit of a ladies' man." He says the decision was made to age him up and scar him to keep in line with the story. He also says that Lara Croft was originally going to be Lara Cruz, but then the decision was made to make her a posh British lady, so the team went through the phone book until they found the right name.

If Microsoft wanted to make sure Master Chief reaches "iconic" status they could always do to him what Nintendo does to their characters from back when they made new games.

uh.. of course what developers do matters, since they make the characters and all. If a character is interesting or unique (and the game is popular enough) it will be remembered.

What makes Mario unique? He's got a brother that's just a palette swap from him. You don't decide a character's lasting legacy. You can hype the character all you want, and he can disappear, or you can create a side character in a game who is so beloved they're instantly recognizable.
You can control some of it, but you can't control public perception. If there aren't iconic characters, it's because the public didn't care to make them iconic.

Mario is a plumber who throws fireballs, grows by eating mushrooms, and kills things by hopping on them... thats pretty unique.

It's a combination of all of these things. Mario was in some great games and was also part of the resurrection of the gaming industry. And Nintendo keeps him in everyone's minds by pimping him out. It doesn't have to be one thing or another, it's a combination.

There are about 3 major reasons:
1) A video game character generally has little character development. In a game, too much character development can just get in the way of playing the game.
2) The main character in a video game is typically controlled by the Player, therefor their personality is augmented partially BY the player. They cannot have a completely full personality of their own.
3) Characters typically don't get cameos in other games. Laura Croft doesn't show up in metal gear solid games. Mario doesn't show up in Hyrule. Master Chief doesn't make a guest special on the Scooby Doo movies.
Mario is perhaps one of the best known video game icon, and what is the one thing he had in the beginning of his career? CAMEOS OUT THE WAZOO. Punch out had mario, Mario golf, Mario Tennis, Mario Kart, Mario 1 2 3, Super Mario, Mario RPG, Paper Mario, Mario Party, Smash Bros has Mario... etc...
A lot of the well known actors and cartoon characters have this as well. Many episodes, crossovers with other series, cameo appearances and parodies, bit parts on other series, etc.
If video games want similar recognition, they need to use similar tactics. That's really all there is to it.
