Doesn't the cartridge actually say "Vista" on it?

Yes the cartridge says Vista. Follow the link to see it working though and it appears more like it's running XP and not Vista. There are differences.

The monitor showing XP is not connected Super Famicom, it is in a sealed box with no cables connected. Also note that the power button is in the off position and the power light is not on.

It would have no problem running Vista, being a P4/Core 2 Duo and it doubtful that even the Japanese would make such a bad mistake.
