I'm guessing in Fallout a perk is an ability? Sorry if I'm slow this morning.

If you have played D&D think of perks as feats. Something that helps the player in someway. You gain them every 3 levels or so(depending on what traits you chose at creation).

Coachroach DNA. That helps with all the nuclear fallout. Or twinkies. Whichever works the best.

Here's how a PERK is described on the Fallout wiki, The Vault:

In the SPECIAL character system, Perks are beneficial bonuses the player charecter picks up from experience. The number of Ranks each Perk has determines how many times the perk can be taken.

Perk Rate is a Derived Statistic. It describes how often the character is allowed to pick a Perk. The lower the Perk Rate, the better. Character's Perk Rate depends on his race, traits, such as Skilled (which increases the rate) and Fear the Reaper (which decreases it). Some perks, like Divine Favor, may decrease the Perk Rate as well. http://fallout.wikia.com/wiki/Perk
