As you probably already guessed from the illustration, El Fuerte is a luchador in the lucha libre style of Mexican wrestling. But now, he's trading the glitz and glamor of the ring for the newly-3D world of Street Fighter IV, as the third character to be announced for the game.
But El Fuerte isn't just another bag of muscles, he's a sensitive aesthete, who "divides his professional life between Lucha Libre wrestling and gourmet cooking." So, he's like Alton Brown, if Alton Brown could crack your skull open like a walnut? ... Color us petrified.

Two Capcom titles have been granted special permission to ignore Microsoft's restrictions.
Both Super Street Fighter II Turbo HD Remix and Bionic Commando Rearmed will exceed 150MB. Capcom said that Rearmed holds far too much content to fit the current limits. To meet standards, Rearmed would need to shed some of the bonus material that would still appear on the PlayStation Network and PC versions. According to Capcom, SFII could not run in 1080p if not for Microsoft loosening the file size cap.

Akward name quibbles aside, he looks like a good character. It reminds me of SF2's dynamic of putting different fighter archetypes from around the world in. Though, this probably quashes any hope of Mika being in, someone from Capcom already said console versions might have different characters from the series, specifically quoting Sakura and Ibuki.
