New cities? Pfft! How about an entire state?! While rummaging through the Rockstar Social Club, a GTAForums poster uncovered the plane ticket pictured above (full view). Looks like Niko is headed to the fine state of San Andreas, famous for its lowriders and piping hot coffee. Whether it's the stuff of fan fiction or a not-so-subtle hint of content to come, your guess is as good as ours, but the ticket does rekindle last month's rumor that the exclusive GTA IV DLC for Xbox 360 will feature "new downloadable cities." What's curious is that the flight isn't destined for one of San Andreas' specific airports, but rather the state itself. What could it mean? Well, for one, that you'd need a bigger hard drive.
Alternate theory: The "San Andreas" on this plane ticket could be a reference to the original San Andreas, a top-down city based on San Francisco, from the first Grand Theft Auto.

Wishful thinking my friend, for $50 mill, I'd bet otherwise.

I'm having a difficult time believing this is the 360 DLC. If it was I believe MS would have been pushing this a lot more, and everywhere. We would have known this before the game released.
also..if GTA4 cost over 100mil to create, how much will another city cost? I know they have the PC assets to work with from San Andreas but it would still be very expensive to create.
time will tell.

R* isn't one to say anything about a game until maybe 1 month before it comes out. It's not a big shock not to have heard anything about DLC.
Also on top of the 50 million they get a percentage of each DLC profit. So 50 million is just an up front development cost. The rest is additional profit.

After watching Vanishing Point the other day, I really think that GTA should be cross country. Towns, cities, roadside Dinosaur Parks...I know it would take forgoddamnever to make, but c'mon, how cool would *that* be?!

They def need to add a Jurassic Park island to GTA4, Niko ain't fraid of no dino.

Oh man! I think another normal city, unless laden with relevant missions, would hardly be as interesting as a Jurassic Park or other themed place. I couldn't care less about mindless expansion of the city---every big metropolis looks nearly the same anyway, just different landmarks. I want a Pokemon spoof DLC enabling me to pick up my date riding a giant Charizard.

LOL, you have to be dumb as hell to think Rockstar is gonna give away a whole city as DLC for a mere 50 million. You'll see a new city in GTA4: San Andreas, until then, enjoy your new missions.
Posted: May 9th 2008 3:58PM (Unverified) said
A mere 50 million? The 100 million they are saying the game cost made it the most expensive of all time. With the engine and most of the assets other than landscape in place, it would be significantly less costly to make an add on city, why do you think they cranked out vice city and san andreas with little change to the actual gameplay? The technical stuff is good to go, all thats left is some, not all assets, and the story related elements. Plus as mentioned previously, that 50 mil is not the entirety of what they are being paid, they will get a cut on the profit side, remember WE will be paying for this DLC in the end, microsoft just gave the up front development costs, like any other game.

where in the picture does it even hint at DLC its most likely for a sequel on a disc . as for the exclusive DLC on the xbox its probably more than just horse armor but less than a city it could be that they just open up some of the existing buildings in liberty city.

You see, the idea is that there is this mystery DLC that everyone debates, and they are saying this may be a hint.
Its less likely that its another full game days after the release of this one and more likely that it would be a hint about the DLC we are all curious about. I doubt that many people are sitting by bored waiting for another full GTA. The 100% club cant be that large already.
Of course, it could mean nothing as well.

So deaftly, you think that this is really going to happen? You think the 360 is going to get a full city to download this fall. LOL. Ok, we will see. I wonder why Microsoft didn't advertise that because it sure would have been great for sales, I guess they are just stupid. It has nothing to do with being a fanboy, it has to do with having a brain. They can make a new game for San Andreas and make another 1/2 billion on it or they could just bust their ass making a whole city for download for 50 million. You want to believe it then fine, you'll be a disappointed little boy come this fall though.

The $50 Million was payment by Microsoft for exclusivity and then Rockstar still get money from the sales of the DLC so they'll be getting much more than that, maybe not as much as a stand-alone title though.

Personally I'm hoping the DLC is a rural, hilly upstate New York style area. I can't realistically see the DLC being an entire new city/state, R* know the next game is going to break records again, and will want to hold back on the goods till then. Remember, GTA is one of those titles which is very popular with more casual gamers too, and how many of them are going to buy DLC?

I hope it's not SA or Vice City for that matter. That would just be retread. Plus, I would think SA would be waaaay too large to be DLC? I don't know.
On another note, how is the Rock* social site? I haven't checked it out at all yet...

New Jersey's already there; it's called Alderney in the game. And they already said a Staten Island-esque area would be a waste of space. My money's on upstate/rural.

The exclusive DLC is most likely going to just be missions, but taking place in a small part of San Andreas. Like in GTA: San Andreas, where CJ flys the plane to Liberty City, but can only travel in a small building. Niko will go to San Andreas, take a taxi to a certain building or place that would be blocked off from the rest of the state, and then travel back when the mission is done.

Has anyone else noticed the part in the top left that looks like "SCEA 2904", where I think Flight and Date usually is?
I might be reading into things a bit much here, but if the pic does link into DLC somehow, it sounds like either it's coming to the PS3 on the 29th of April (UK date format seeing as R* North's British) or the PS3 has no chance of getting the DLC til the year 2904.

I think it says "LCIA" (Liberty City Int. Airport?). and 2904 was the release date of the game: April 29.

I think it would be incredibly dense on Rockstar's part if the 360 DLC truly was the entire city/area of San Andreas. Think about it. They made $500 million off of Liberty City. They're going to make $50 + maybe $200 million from purchased DLC content?
I don't know. I think this picture may be a hint at a true sequel to GTA 4 as opposed to DLC. I base this off of the preliminary description of the DLC being 'episodic content'. I took that as story arcs with the known set of GTA4 characters rather than a whole different venue. I may be wrong, but I think Rockstar would stand to make more money if the city was sold as its own game.

The one overriding reason why it's highly unlikely that any new cities will be included in this year's downloadable content is that most of GTA IV's development cycle was taken up creating all the art assets required to model a whole city.
Building a SanAndreas or Vice City with the level of detail seen in GTA IV's Liberty City would probably take another year or two at least, even with Rockstar's resources.
I wouldn't be surprised if the DLC comprised a whole new single-player campaign, maybe even on the scale of that in the original game, along with new multiplayer modes, but if there's a new location, my bet is that the absolute biggest that they could turn out in that time would be a new island.
So, new cities will be reserved for new games and personally I'm hoping they don't just re-hash previous cities and go further afield - something like GTA: London, Paris, Rio or Tokyo would get me more excited than another Los Angeles.

You make some valid points, I take back what I said on the 1st page. Too much time and effort would have to go into creating another city. Still, whatever Rockstar does, they did say they wanted to FILL up the HDD with content.

is some of the money going to rockstar aswell as microsofts 50 mill?
if thats the case then its entirely possible this could be true .

Well, San Andreas and eventually VC would be quite logical. Original Development costs have been around $100 million and the engine creation has been a huge part of this. Now MS paid half of this, engine is already there, basic design of San Andreas and VC is already there, so it would "just" be a port to a new engine with a solid new mission design. And i guess, MS and Rockstar have a deal, that the profits will be shared to some extend. Aaaaah, Vice City in Euphoria glory....a man can dream.....

I do not want to visit vice city without its original soundtrack so unless I can download A classic radio station with all the songs I don't want it (yet).
If it is indeed a new city or what not they would want to re-use as many assets as they can, so rather than a state, San Francisco makes much more sense.

Why did Microsoft paid so much, go so out of their way to secure this exclusive DLC?
Do you think without out, the PS3 to 360 ratio of GTA4 sales would have been significantly higher? I'm getting DLC was a big selling point for the 360 version (me as well but my bro wanted a PS3)
I'm wondering how Microsoft can toss around all this money, maybe Sony is more of a threat than you guys think for them to shell out $50 mil?

I hate to tell you this white sox since I know you hate giving any kind of credit to the 360 but Rockstar has already announced that LA Noir will be released on the 360 as well as the ps3. Oh well, you can still watch Toby Mcguire's nose hairs in high def as he swings around his blue city. The rest of us will be playing actual games right now instead of continuously waiting for the next big thing that Sony seems to love to promise but not deliver on.

Well I have the PS3 version of the game, and that ticket is on my Social Club as well. It's in the Story Gang section, in the lower left corner, you can pick it up and move it around just like all the other items in that background.
Personally I doubt they'd make an entire state downloadable content, for either console. Microsoft probably just paid for a timed exclusive on some new missions/weapons/cars etc. And as we all now, we PS3 don't mind waiting for everything.

1. Has anyone thought that maybe most of the new content is already on the disk? I highly doubt that the talented people at R* pushed GTA4 back half a year just to make the PS3 version better. If anyone played the GTA3 series on the computer, a lot could be done with a few small mods. It seems like R* took a look at what worked with the online community. ( i.e. GTA:MP)
2. R* is know for doing the unexpected, that being said why would they go back down the same road with cities we all know are coming. If anything I expect to see London 1969 as the setting for GTA5. Vice City and San Andreas are real possibilities for DLC.
What better way to keep a healthy market share during the holiday season then to do something ground breaking. GTA4 is the best game I’ve played in a long time, but in terms of game play. (This is just my OPINION) “It’s not one year ahead of Saint Row”. SR did a lot of things well, for that reason, I don’t think we’ve seen the best of GTA4 yet.
Joystiq take note. If I’m right… make me a contributor!

Spacing shouldn't be an issue,
If i'm thinking straight enough...
I mean....the Crackdown demo was a third(?) of the game and it was only a gig of download...so...I don't think recreating San Andreas would be terribly difficult...in terms of space...
...although, this is very uneducated knowledge of mine...so I may be way off

Also, Im not 100% on this but i think they are going to be adding a skateboard for the skate parks around the city. Other than that...you guys are dreaming. I mean cmon...Adding San andreas? thats too much effort..besides that would take a few years...not 9 months, they would have to REbuild it all in with the new engines. you guys obviously know nothing about game development...
