That image is doubleplusgood.

Vlad... Cole?

Is that Banksy?

The image is from the Cans Festival, which Banksy curated, I doubt that it's Banksy. The stencil is small and is in the "participatory" section where anyone could stencil.
Other gaming related sprays and art on Leake Street include a Pacman Ghost tile art. Someone had also stenciled a rather crude Sonic on a crashed car, but all the installation art has since moved out.
Still there's some really good stencil art on Leake Street, and it should still be there for months. If you're in Waterloo, check it out. That's a pretty strong recommendation given that I think Banksys are juvenile and ridiculously obvious. Surveillance society is bad? NO WAY!

There's a lot of truth in that image.
