Well odds say they would be still keeping their promise, though just barely.
The article says Q1 2009 is between "November 1, 2008, and January 31, 2009" so 2 out of the three months are 2008 and if they do release it in January they were off only by a month max.

Microsoft did not pay for content they gave Rockstar a $50,000,000 advance. This means Rockstar will not see a penny of profits from the DLC until the money made from sales pay's back Microsoft's $50,000,000.

What I do find surprising is that yes, that is, in fact, Milford, DE, and that someone else here at Joystiq actually RECOGNIZED it. I am awed.

Not bothered - it's to be expected considering that the game itself was delayed 6 months and as the DLC was announced at the same time the game was, it was to be expected that the DLC would be delayed 6 months too - not only for production purposes, but also to maintain and extent the game's longevity.

There was a new saints row 2 trailer released today, that showed doing things way better and more fun then in gta4. Perhaps the dlc is delayed to compete?
I know after watching that SR2 trailer I couldnt care less about another city in GTA4 when SR2 is offering so much more gameplay elements.
