I don't think so; I'd wager that Atlus still held licenses to these two-- particularly Rhapsody-- and NISA couldn't negotiate out of it. For another example, MMV is opening a US branch but still licenses out Harvest Moon to Natsume. It might be something like that.

Yeah, on the NISA website it says they were founded Dec 24, 2003. I doubt they got a lot of publishing done before the year was out.
