I'm pretty sure the biggest reason was that publishers were complaining they weren't getting the chance to really present their products in a way that did them justice- in other words, due to all the chaos of people running around, publishers didn't have a whole lot of control w/ their presentation. The new model allows for publishers to have a calm, business-like presentation and they're able to give specific info, not just hype and demos.

I don't know if returning to the old format might revive E3 from the dead now since its 2 lows ('07 and more notoriously '08) but it might have a chance if they really try. If it fails again, E3 may be up for cremation...
