Kitty is one of their few explicit songs, maybe that's part of it. But in my opinion it's far from their best songs anyways.

PUSA is one of my top 10 bands of all time, if not in the top 5. Right alongside Radiohead, Jimi Hendrix, Led Zep, Beatles, Rush, Primus, etc. (in no particular order)

I noticed that a lot of times they don't release the most known/wanted songs by a certain band or from a certain album, like with PUSA now and when they didn't put Pork and Beans on the Weezer Red Album pack. Three of the most famous Nirvana songs from Nevermind (Smells Like Tee Spirit, Come as You Are and Lithium) didn't see the light of the day on RB yet too.

Is it because they aren't musically interesting? I don't think so. Or is it because they are holding them off for the next title in the series or a later pack or something?

Well, most of the chords that are played by the PotUSA require only one finger. Of course, it would be really boring to only ever play one-note chords. I think the way HMX charted Lump was both enjoyable, and consistent with the way all other songs are charted.

Not so fun fact: I had to go to the ER after a Presidents show in Kansas City as I thought I had broke my ankle (turned out to just be a really bad sprain). Pissed me off that after all the punk/metal shows I had been to over the years, the only injury I ever got at a show was at the Presidents.

IMO, the PotUSA were best on 2- and 3-string guitars, and the albums you named are played on 4- and 6-strings. If there's only going to be one pack, this is a good one.

Now we just need to wait for PotUSA pack 2 ;)
