This is a bit of a cheat, since the game originally came out for the PSOne and I tend to keep these lists Nintendo-specific. However, the DS received a port three years ago which included all of the FMV, so now it's ours to chastise. "No, don't go!" ... lolz.
You know, it's often difficult to criticize certain things. It's like when a small child shows you a drawing they made of a dog that looks nothing like a dog. If you're a soulless jerk, you might say "That's terrible! What are you, stupid or blind or something?" You have to cut the child some slack for, well, being a child. Similarly, we ought to give Capcom a pass for creating these laughable video segments. It was at a time when FMV was relatively new to the gaming world (let alone FMV using real-life actors). Though it wasn't a time when acting was new, only so much of their budget could have been allotted for those cut scenes. If the choice was between beefing up the video production or allocating resources to the game, then I think we can all agree that they made the wise choice.
