Ahh... another patented Ludwig pun-erama. And while I couldn't give a damn about GTA, I'll applaud Rockstar for trying to get people to be a little more loose about censorship in videogames. I mean, seriously... I've seen episodes of Nip/Tuck that are more sexually graphic than the much-hyped sex scene in Mass Effect. (Seriously... it's seem's Nip/Tuck's rule is if you don't show the edge of a dick or a nipple, it's good to air.)

I highly doubt this makes it into the final game. I'm guessing it's just a publicity stunt. First off, I doubt the ESRB would allow an M rating rather than AO if there's full-frontal male nudity. If they would, then Rockstar would've had female nudity in the strip clubs (in fact, exposed breasts are probably less "offensive" than a digital penis).
Next up, I don't recall the original game having a nudity descriptor on the rating. I'm not sure if DLC can have a different rating or descriptors than the game it is for.
Either way, I don't really care. Just make the expansion good enough to justify the price. Hopefully it will be, although the voice acting in this cutscene was pretty weak.

It's not AO, it fits as a Nudity descriptor in M. And yes, it is rated by the ESRB.

Id also like to point out that ESRB slammed San Andreas with AO for having FULLY CLOTHED characters having sex in a part of the game that is normally inaccessible....
