The British Board of Film Classification does not see an "issue around racism" in a particular Resident Evil 5 scene that may be considered inflammatory. Kikizo asked the BBFC's communication head, Sue Clark, about a specific scene where a (*minor spoiler warning*) white, blond woman is dragged by a black man and "impregnated" with the virus, in a way that evokes racist imagery.
Clark explains that the version of the scene submitted to the BBFC didn't have a black man dragging the woman. She explains that if the scene submitted were not the same as the retail version, it would be "illegal under the terms of the VRA [Video Recordings Act ]." RE5 producer Jun Takeuchi told us in a recent interview that when players finally get their hands on the full game, he believes "they will see and understand what it is all about; that there is no racial element to it at all."

The funny part about is that even if you switched the roles around so that it was a white guy dragging around and "impregnating" a black woman, it would still be racist towards blacks.

well when I played the demo I really found it a little strange when the zombie leader began his inflammatory speech. I never knew zombies had the brains to do that! And then, under his command, the horde of zombies start *running* like crazy.. but as soon as they jump that fence, they slowly limp towards you, like good old zombies. Racist or not, this game is crap.

Nobody (at least, no one who's even remotely reasonable) is saying this game is racist. I know for a fact that there is not a guy in Capcom's comfy business chairs wringing his hands saying "muah ha ha, I'm going to show those Africans a good what for... also, I'm going to make sure this game's controls are antiquated!" However, typically games from Japan, where their entire race is homogeneous, their pop culture doesn't tend to take into consideration sensitivity of other races. It's pretty easy to forget "the other guy" then he's not walking past you as you head to work.
And even if for some reason that we can get past that... It still is a little unsettling. The Africans are depicted with a sense of "otherness" in that, they're universally evil. We can't relate to them, they're not even human. Does that sound familiar to anyone? Considering the target of your ire as less than human, if not outright considering them not even a human at all.
To sane rational people, it may be easy to shirk all this off as just a game... To people who already have the seeds of racism sown, seeing a black man prey upon an innocent blonde woman, that just reinforces stereotypes they already have, and makes them all the worse.

Of course the BBFC wouldn't see an issue (not that I'm saying there is one, I don't believe there is) but have you looked at some of the recent black characters in games developed by UK game companies? As an example, look at killzone 2's lead AI cohort "Rico". Very stereotypical.
