Ubisoft has applied for a trademark on Driver: The Recruit, as noticed by the ever-vigilant paperwork scavenger over at Superannuation. Speculation would dictate that this is the name of the fifth Driver game, which we learned was in production last summer.
With E3 2009 a mere month away, it wouldn't be surprising if Ubi made an official announcement about what Driver: The Recruit is in the near future. We've contacted the publisher to see if it'd like to comment.

What made it good was that you could drive around and cause havoc; every mission was an A to B job - occasionally mixing it up with C or have a few cops in between locations.
Anyway, GTA has conquered that formula - and even that (imo) is starting to age - every GTA IV mission was go to B kill C return to A.
I think Driver 1 (and 2...sort of) were great back in the day but just cannot stand shoulder to shoulder with the games of today.
I'd love them to prove me wrong... especially if this is a prequel showing how Tanner came into the force.

Driver 2 part 2 plz. That was the best of the bunch. Driver 1's blocky roads annoyed me after a while.

Remember the frustrating time limits, the replay-glitches that failed to replay what you'd done (and then failed you the mission), the strange small levels, the frustrating objectives (despite having very little variety)
I know it came before GTA3 -- and it should get props for pushing what the PSOne could do -- but Driver has never been a good game. Not in any itteration

Final level of Driver 1, only ever cleared it once. And don't get me started on Driv3r. And I have indeed experienced all of the issues you've listed, but there's got to be a tradeoff in game progression down the line.
Driver 2 had a looooot of data going into the poor old PS1, I guess with the advent of HD gaming, we're all a bit more fickle about flaws.

My first thought: Why bother?
In my experience, the first Driver was an awesome game on the PC when it came out. It looked and played better than any other game of its type that I'd been exposed to. I poked and prodded the graphics settings until I got the most out of it, and it was a beautiful thing. Being chased by cops in the rain and then directing a cinematic replay of it consumed many hours of my life.
Some time later came Driver 2, and I was pretty miffed that it wasn't out on PC, because I was excited to play it. Eventually, I ended up with a PS2, so I rented Driver 2 to find out what I'd missed. In all honesty, the experience was crap. It looked, felt and played so much worse than the PC version of Driver had, that I quickly gave up on it. The tiny draw distance alone made it feel pointless. It just felt, comparatively, like a clumsy mess.
I vaguely remember mixed reviews for Driver 2 (as opposed to the glowing ones of Driver), and as far as I can tell, there hasn't been a Driver game that's revived the series, or a good reason to check them out.
The strength of Driver was the execution (especially relative to games of the time), not the concept. If they're actually developing a driving themed game that's worth making, why tie it in with the Driver series at all? Would anyone out there actually take interest specifically because it's Driver? The opposite seems more likely true given the decline of the series.
That's how it looks from here, anyway.

i liked the Driver series because i was doing missions for a good cause unlike the GTA series where you're beating hoes so you can get your money back. Driver1 was awesome Driver 2 was awesome and so was Driv3r but i lost a little faith when parallel lines turned out to be a GTA sort of game and it didnt even have Tanner(the most important part of the series), the peoples' problem is today is that they are to dumb to follow with a real story that not even GTA series can do...(GTA series can kiss my @$$)
