Capcom's marketing machine sure did a number on us. If you need proof, just look at how terrible Super Street Fighter II Turbo HD Remix looks in this video (after the jump)! Wasn't it supposed to be über sexy? Oh, wait. We've just been informed that this isn't HD Remix, but a deconstruction of the SNES version of Street Fighter II. Our collective bad.
Using various programs -- including one horrendously named "Tile Molester" -- Rom hacker/bender Dylan Hayes has reduced SFII to nothing more than hit boxes, a few birdies and one giant fish. By breaking the classic down, Hayes shows off the game in its most basic -- yet, still completely playable -- form.
Capcom, it looks like we just spotted your big E3 XBLA announcement: Street Fighter II Blocky Mess Remix.

this reminds me of one of my first experiences with pro gaming when Quake 3 Arena came out. All these people would show up with these $5k+ computers... only to play with the lowest texture settings and basic items (thinking that somehow 350 Frames/sec would give them an edge on a monitor that could display 70 at best). Would that make this the hardcore pro version of SFII?

I know, it is extremely fascinating but these "blog" things actually cover information OTHER THEN THE NEWS! It shocked me too when I found out that the New York Daily News had comics in it (who would of thought?) or that MTV.com covered games (WHY? THE NAME IS MUSIC TELEVISION BUT IT IS ON THE WEB AND COVERS GAMES?) but if you give yourself time then maybe you can come to terms that the world has changed and you are living in the era of Web 2.0.

I think you might be half right, I think since this is the SNES version it just ends up looking like that, although they are like you describe in the arcade/etc. Also, you can turn on the actual hitboxes in-game:
