http://en.wikipedia.org/wiki/Tropico_3

"Tropico 3 is an upcoming 2009 politics and city building video game developed by Haemimont Games and published by Kalypso Media and it is a sequel to Tropico. The game will return to the roots of the series, putting the player into the shoes of "El Presidente" - a dictator governing over an island banana republic. Staying true to the spirit of Tropico, the new game will be a construction and management simulation with heavy emphasis on city building. Tropico 3 is scheduled to be released in September 2009"

Hard to think anyone is going to top the ease-of-use/playability of the Civ for consoles.

I've been waiting for a nice sim game... I know there's Civ but I'd prefer something without battles and the like
