What do Vampire Rain, Tales of Vesperia, Lost Planet, Eternal Sonata and Enchanted Arms all have in common? Aside from being developed in Japan, every one of them landed on the Xbox 360 "exclusively" first, only getting ported (sometimes with additional content) to the PlayStation 3 a year or so later. One Japanese developer claims the exclusivity agreements are being used in lieu of financial help from Sony for game development -- essentially saying that Japanese developers are using Microsoft's capital to develop temporarily exclusive 360 games with the intention of inexpensively porting the games to PS3 later on.
"It was easier developing for the Xbox 360 ... if you sign an exclusive contract with Microsoft (you won't release it on other hardware for a year or similar), they will give you a lot of cash for development," read a Japanese developer's post (the original post has since been removed), translated by Sankaku Complex (site NSFW). "As a result, first you develop for the Xbox, reducing development costs. But the Xbox version won't sell [in Japan]. So they port it to the PS3 ... it's cheaper as you already have the game done."
Though they didn't work on it, the developer claims to have seen this policy in practice with Tales of Vesperia. As Kotaku points out, it's quite possible that the dev did see such a practice on Vampire Rain, a game the mystery developer says they worked on.

Thats so weird, it feels like they're main goal is to make a ps3 game using Microsoft's munny.
It also feels like, " well, Microsoft's money has dried up, now lets give them this technically finished game, and finish it up for the ps3"
By technically, I mean the game has an ending, but it won't have as much stuff as the ps3 version in the end.

Its a win by MS no matter how you look at it. MS need Japanese developers to create exclusive games no matter how long they remain exclusive so they can gain some traction in Japan. MS need those developers to continue to create games because as we have seen a few times, games that would not sell a lick in Europe or US, spurs hardware sells for the 360 in Japan. Yes those hardware sells are small but it happens and a few games has increase the 360 quite a bit.
If you only look at the moment, you believe MS is wasting their money but Building a name takes money especially if a whole nation is already against you. If not for the whole RROD crap from MS, they probably would be right now in a much better position.

Lets hope someone at MS vists this site & reads this or that they know this crap is going on & put a stop to this practice from thier end . so that way every platform get's those games at the same time , so that way those gaming house's can't get that extra cash from MS. come ms stop writing out checks to help the competition .

you guys are blowing this out of proportion. this is 4 or 5 games, 2 of which are rated horribly...who cares who gets Vampire Rain first and who paid for it? it's garbage.

also, the NSFW site notes that there are no plans for the PS3 Vesperia content to be ported to 360 as DLC, as it would mean porting a port back to it's original platform or something like that.
