Yes indeed. Because there was no year zero. The first 10 years of the calendar that we are using were from 1 - 10, the next 10 were 11 - 20, and so on.

A decade consists of 10 years. 2000-2009 is therefore a decade, and considering 2000 is the beginning of "2000's" decade, it is THE decade of the said "2000's". \
