No it comes free with every new copy of the game. You buy used, though, and yes, you have to pay.

nevermind, i realized that you need to restart ur console after u download it. and just so u know the armor is not customizable. its just like the other downloadable armors......

I think they should find a way for us to use the Pinnacle station and bring down the sky DLCs from mass effect 1 and put them into mass effect 2 and not make us pay for it.
