Heavy Rain has been officially banned in the United Arab Emirates. The news comes courtesy of Kotaku, which confirmed a report on the ban from website Middle East Gamers. In its official response, Sony confirmed that the game had been banned by the country's National Media Council. Sony's statement goes on to make note that the game received an 18+ rating from Europe's PEGI, given that it was crafted as a "a genuinely adult experience" and "deals with strong content including blood and nudity." The statement adds that the game is "not intentionally controversial or sensationalist" and its content is in line with "a mainstream Hollywood thriller."
Sony's statement gives no official explanation of the ban, though the aforementioned adult content probably has something to do with it. If the NMC ban of Darksiders earlier this year is any indication, it seems likely that the game fell victim to the usual NMC criteria that the its contents "contradict with the UAE's customs and traditions."

I live in the UAE and I got the special edition of the game 3 days ago.
So what this ban actually means is that -just like God of War and GTA series- it won't be displayed on shelves but you can get it by request.

Not legally, a ban still is a ban. However game outlets will get shipments of the game anyway, so they are selling them by request instead of throwing them away.
I know it's weird, it seems the ban is on selling them rather than receiving the shipments.

Why didn't they just haxor it like the Japanese release. No moobies has been confirmed. The shower scenes still exist and you do ge treated to Manass,
but anything female was jumpcut or tastefully blurred. Still trying to confirm what else got "adjusted" before deciding to by JPN or US. JPN tends to let gore and bad language fly but SCE's lumped all changes in order to meet the CERO(kinda like US ESRB, but slightly different guidelines) D rating(no one under 17 can play), and so far there hasn't been much other comparison info.
the next rank In CERO is Z which lightens restrictions, but like US NC-17 movies, you can't advertise using mainlstream advertising, something SCE wanted to avoid for this title.
On a totally off topic note, god of war psp in Japan didn't have nudity.

Well wise guy you are right every country has its own tradition but in UAE and some other gulf country they have prostitutes in some hotels for those who wants pleasure I'm asking you go there and tell me do see any person below 21 years old? NO body under 21 is allowed to enter and there is no sign for that but they will be blocked by the security. OK let say the hotel is the video game store and the salesman is the security guy and there is a game with ERSP 18+ will he sell it to minor?.....

The main reason of games banned in Gulf countries is because 90% of gamers are children adults feels like it is not suitable for them to play video games and parents simply buy games without checking ERSP rating or let me say they don't care. Imagine a father bring his child to a game store to by him a game and that games is GTA the salesman doesn't care about who is the buyer as long he get the money when I told the child's father it is not for children he told me "As long as he stop crying I'll by him any game". This is very sad because The ministry of Information made the decision of banning the games instead of observing video game stores and those greedy dealers.
