Im pretty sure it says in the trailer (00:42) "help stop pixel corps evil HD empire" which explains why some characters are high res as they are the bad guys.

Mega Man 9 had nothing to do with it. It was the rise of chiptune and using actual Game Boy and NES hardware in music production by underground artists (see: PAX coverage) and mainstream acts like Beck and Emilie Simon and a lot lot more that contributed the most to the 8-bit resurgence. Potentially just as important was the advent of 'i am 8-BiT,' and unfortunately, the prevalence of Hot Topic game branded apparel. Other contributing factors being plug-n-play TV games rise popularity six years ago, services like Virtual Console, and the overwhelming public interest in 'The King of Kong.'
Mega Man 9 didn't bring it about again, it only took advantage of it (and quite successfully)

Whatever you say mate. I'll take the nonstop barrage of blog posts about Donkey Kong / Steve Wiebe as proof, not to mention it making its own rounds on the national media circuit. The King of Kong's success has snowballed beyond 'cult classic' status, and into genuine 'cult following' since its initial release, how blind are you to not have noticed? It's done a lot for retro and arcade gaming, and not just among existing gamer circles either (as evidenced by Hank Chien)
And at any rate, plug and play tv games were HUGE six years ago. They were the hot toy, everyone was making them, and the most popular were by far the retro multigames. Are they popular still? No, not at all as far as I know at least.

A lot of people would consider 8-bit to be cool nowadays. Maybe they just wanted themselves represented in 8-bit and the bad guys represented in newer graphics.
Anyways, I don't listen to linkin park, but this game looks kinda fun. I might get it if its cheap
