It probably won't surprise you to learn that Halo: Reach will offer its players a wide assortment of methods of brutalizing one another. These methods were recently revealed in the latest Bungie update, which heated anticipators of the upcoming shooter should go read immediately.
Said update reveals a new "Armor Abilities" system, in which temporary bonuses which used to appear on the battleground are now ingrained into pre-fabricated loadouts. For instance, the Active Camo power-up is now tied to a load-out. An Ability called "Armor Lock" makes you temporarily invincible (and stationary), deflecting any shots, and wrecking the shop of any vehicle attempting to run you over. Also, our beloved jet pack falls into this category, rendering all other Armor Abilities completely meaningless.
Also revealed in the update is a handful of new weapons and intriguing new gameplay mechanics -- including the announcement that the Covenant Elite is physically superior to the Spartan, which will prevent them from playing against one another in some gametypes. That's ... that's speciesist, Bungie.

I don't hate it, it works where it works, though I do prefer traditional class based games to the CoD style loadout and being limited to class specific weapons and abilities, if not completely restricted to a single set of gear you always spawn with. I'd just prefer if it would stop spreading so rapidly (it's so far pointless in LP2 for example, and quite detrimental to the balance and variety of the originals).
I think a mixture of both would suit Halo, as long as load outs were limited to the bare-bones old standby weapons (and not the entirety of the game's arsenal like in CoD, etc.). People who like BRs can spawn with BRs, people who like the standard assault rifle can spawn with it, and people who like SMGs or Plasma Rifles can spawn with those. Leave the rest of the arsenal and more specialized weapons as pickups in standard, non-weapon specific games, and I think everyone would be happy.
I LIKE the race to the Rocket Launcher, Sniper Rifle, Energy Sword, and Spartan Laser. I'd hate to see that change, even though it can on occasion lead to some awkward bottlenecks that just aren't fun.
The BR may have become the new standard, but a lot of people I play with hate them with a passion for whatever reason, which leads to a lot of Team BR vetoes from my team unfortunately. Truth be told, I'm not a huge fan of them either, and if given the opportunity I'd gladly spawn with SMGs or Plasma Rifles.

Gannonsmash has it right, the 'loadouts' are not something the player creates, they're a series of options determined by Bungie that vary by map and gametype. So you might have 3 options: Start with a BR, assault rifle, or DMR. The 'armor abilities' are somewhat separate.

If you would actually read the article you wouldn't have to guess. Elites do get their own armor abilities that are exclusive to them, and Spartans get their own abilities exclusive to them. Then there are shared abilities.

Yeah, I agree with you, Reuben, that ODST was awesome. Just the firefight, the short but good campaign, and coupled with the best part of Halo 3, it's multiplayer plus Custom Games, Forge, and Theater, it was a great package. I really disliked Halo 3's campaign so ODST was refreshing to me

Don't get me wrong, there is nothing wrong with marketing. But for a game that hasn't changed at all over the span of the installments because Bungie would rather play it safe... I'm surprised at their genius marketing when all they do is:
update the graphics
re-arrange the balancing numbers from previous games
add jet packs
release new Haloz!

Did you even read the article? What's "playing it safe" about completely overhauling the health system, adding a huge difference between elites and spartans that will greatly change required behavior, adding sprint, adding dodge, adding armor loadouts as well as traditional equipment loadouts? I'm sure you're gonna call me a fanboy, but geez man, at least try to act informed

No, you have to know gaming to know load-outs weren't popularized by Call of Duty. Load outs are akin to a class system, which has been "popular" since the beginning of gaming.

As a fan of gaming in general I'm sure I'll enjoy playing around with these new additions and I'll have some fun being creative and making some new gametypes out of it, but as a long time Halo fan, once that initial "wow factor" wears off I'll be stripping this game back down to Hardcore rules and playing 4v4s with my friends the majority of the time.
Don't get me wrong, I'll still be playing with this new stuff from time to time, but Hardcore is where my heart is at, and if they take out the option for longtime players to have gameplay at least reminiscent of the classic style, I think that's a huge mistake.

Current marketing strategy for all modern day AAA releases force each game to be accessible to new players of the series. Seeing as it's a prequel, and how drastically different the play mechanics of this game will be I'd say that's a "yes".
I'd recommend that you at least go pick up ODST. You'll get a feel for the Halo universe from one of my personal favorite iterations the series and you'll get access to the Halo Reach Beta to find out if you like the next game.
