Do you have any idea how tiring it is to be this evil all the time? It's like, we can only keep up this vault-plundering, mustache-twirling, damselnapping, puppy-kicking veneer before it gets a little long in the tooth, you know? We've long been thinking about seeing how the other half lives -- an opportunity that will soon be afforded to us by City of Heroes upcoming, massive content expansion, Going Rogue.
Check out the developer's diary posted above to see the implications of the game's new alignment-switching feature, and to catch a glimpse at the new environments of Praetoria. We think it looks like a fairly renovated version of Paragon City, only with much more moral ambiguity.

As much as I loved CoH when I played it, and want to get back in, my financial situation could not be any worse. There is no way I can afford an MMO right now.

While I do prefer Champions online to this, I do miss a couple of the features and power sets that CoX has, namely elemental melee.

Taking it to the next level would be raising the stunted level cap that you set back in 2003. Raise the level cap or gtfo.

So the big draw here is that you can be a hero and a villain? Kinda lame in my opinion. Plus where is the graphical upgrade? The player models and animations look horrible.

The big draw is that you can _go_ from hero to villain and vice versa, that is to say, they've probably added a whole bunch of missions that take you through that "transformation" - so it's more content.
As for graphical update - it was just FX stuff - lighting, shadows, reflections, etc. Those do look better but you're right - at this day and age it kinda looks like ass (unlike WoW, COH's art direction alone can't compensate for lack of polygons as it were, though I would argue WoW is looking tired as well, but that's a matter of taste).
