We mentioned in our Monday Night Combat review (you should read it!) that the game would feature the ability to make balance tweaks "on the fly without needing to do a patch." Considering most Xbox 360 games require a full title update even for the most rudimentary fixes, this makes Monday Night Combat something of a standout. Now, thanks to Penny Arcade, we have an explanation. According to Uber Entertainment's John Comes, the magic comes courtesy of "Title Managed Storage" (TMS), an amount of storage space on Xbox Live servers that Microsoft allows for its developers.
"So what we did," said Comes, "is put a text file with all of our balance numbers up there [on TMS] and when the game starts up it overwrites the balance numbers with any numbers it pulled down off of TMS." As an example, Comes noted that if Uber were to discover that Snipers earn ability-enhancing Juice too fast, the company can easily adjust the corresponding number in TMS. The next time a player boots the game, the adjusted number overwrites the original. Voila, instant balance fix. Now, if someone would just turn the Assassin's cloak ability up to "infinite," we'd be much obliged.

I like the way this game looks. I know its incredibly similar to...That one game. However each game must be rated upon its own merits and not how similar it is to another game.

Transformers: WFC was 'balanced' with out the need for a patch.. now they just need to fix the damned lag (playing on PS3, doesn't use dedicated servers)

So in other words, when you start it up, it downloads the PATCH from the server to PATCH itself.
It's a small patch to be sure, but still a patch. BUT, just not one that needs to be approved by MS, if I understand how Live works correctly.

So what happens if player A is online before the update comes out (and hence doesn't have it yet), and player B logs on after the update comes out and gets the new tweaks, and they try to play together?

This is good news for me, and might just be a sale, since balancing was my biggest concern about the game. From the sounds of it Uber will be watching the game closely and making necessary adjustments, and adjustments won't be held back, waiting for the "patch to include enough stuff to be released". Kind of like how a lot of Blazblue players are having to wait til the Valkenhyann update for the Rachel rebalance.
Between this news, and that review from earlier, I'm definitely going to consider picking this up, looks fun, and sounds like the support for the game will be solid owo~!

There's no specifics yet that I know of, (although dustloop might already know some stuff) but word is ASW realized Rachel was really broken (in a bad way, most of her match ups are as much as below 50:50) and that not in the Makoto patch, but the upcoming Valkenhyann patch they would adjust her to balance her out better, is what I heard.

This is the first I have heard of this.
As a man who mains Rachel and supported her being nerfed, but am very much against her now joke character status, this may actually get me to buy continuum shift now.

Sounds good in theory as long as the game server also double checks to make sure the players have the proper TMS numbers when they go to join a game ..... other wise it seems a hop skip and a jump away from someone figuring out how to spoof the TMS list or change it manually and set its attrib status to say read only (tho I'm not sure the 360 has attrib settings).
Guess its easier to do things like that with a text file on a console without worrying about it. It just seems like its a really easy strait forward fix that could go really wrong.
