My best guess as to why he used the number 128 would have something to do with it's relevance in binary. Last bit in the octet...Could have a thousand meanings or none at all!

The game world is divided into chunks of 16*128*16, so I'd guess it has something to do with that. it's a pretty brilliant system, really.
