So he co-designed it, did all the artwork and other designs, and had the most impact on the final game, but didn't "create it"?

No, I didn't create my house. I just refined its look. Keiji Inafune did the same thing with Rockman, he has even stated as such on multiple occasions, and denies his title as the 'creator of Rockman'. He's been there virtually from the start, influencing the look of the characters and game world, as well as the design of the game itself. But he didn't create him/it. He deserves a lot of credit, but he'll be the first to welcome gaming media not to misattribute the creation of Rockman to him.

If you completely redesign your house so much so that it's original design is unrecognizable, or so much so that it's basically an entirely new house, yes you'd be the creator (or at least the creator of the current design of your house).

Apparently he co-designed the character, so I'd call him co-creator, which is still creator. As for him denying it, he could just be being modest. Who knows exactly? He certainly played a huge role in Mega Man's earliest days, which could be seen as a creative/creator role.

It's still not the same thing. He did not create the concept or the plot of it either and is not credited as such by any Japanese magazine or source - that is a fact.

The name of the attack (top of the image) seems to be "Donna Handan Da - Nova," which translates to "What Kind of Judgement - Nova." The bit before "nova" seems to have been a controversial quote (possibly then a meme) by Inafune at a Capcom meeting, followed by asking whether the intention is to throw money into the gutter. Neptunia continues its game industry in-jokes. :)

The summoning part, in the second image, seems to be called "Creator Sword ??," where the "??" are two kanji I can't make out.

Oh. I just realized there was a link in the post to an earlier post that gives the names of the move and the summon ("Creator Sword Inafune"). Guess I should have noticed that earlier.
