Stick with us on this one, because it's going to get technical. An unofficial program called Steam ClientRegistry Toolkit -- a tool that acts a lot like Windows Registry Editor -- allows users to poke around in Steam's gutty works. Within that group of files Steam calls a being, there is a ClientRegistry.blob file. Accessing that file and its Content Description Record option within the .blob file should produce the above image.
Notice anything? How about all of that Dungeon Siege 3 DLC? It was discovered by the fine folks over at RPGSite, though they were admittedly looking for something else: Final Fantasy VII and VIII. Apparently both of those games are on the Steam servers, but unable to be purchased. This Content Description Record is updated alongside Steam and reportedly lists everything on Valve's servers.
All of the listed DLC were pre-order bonuses: Burning Band of Scorch and Talisman of the Grand Mage were GameStop exclusives; Bite of the Arakun was an Amazon exclusive; Sacred Heart of the Legion was a Best Buy exclusive; Dell offered the Annulus of Force, and AAFES offered the Medallion of St. Elys. It would appear all of this DLC will be offered at some point on Steam.

All this means is that Steam will be able to identify which DLCs you have, and associate DLCs with accounts and allow you to download DLCs you own. It doesn't mean they will be selling them. (EX: The game may allow you to import it into your Steam account for easy patches, and if your CD key is a pre-order key you get the appropriate DLC).

What this also proves is that content is restricted for later purchase well before release date and the new norm is to "expect to pay more" with an eventual GOTY edition 9 to 12 months later.

that's right, you can likely register your copy of the game to integrate into steam, therefor Steam would have to have all DLC, not necessarily for sale, but likely at a later date.
Where is the Final Fantasy? assuming it's the old versions, but that would still be nice.

It proves that pre-order DLC is finished prior to the game's release. WOW. WHAT A SHOCKER. :O

Gotta love how publishers hold back 30-50% of the game and sell it as broken up bit's via DLC. Steam isn't to blame for this acting btw. It's the publishers choice to exploit the game and treat us like we're the scared white boys in an LA Prison.

@Timjoy Squenix released FF7 and FF8 on the PC once upon a time. It's not impossible that they'd consider re-releasing them on Steam.

More specifically, Eidos (now owned by Squenix) ported FF7 and 8 to PC back in the late 90's/early 2000's. They generally don't work on modern OSes, though, so I wouldn't expect to see them on Steam.
If you follow the link to RPGSite, you'll see that they came to the same conclusion.

@Zertoss Steam's released at least one or two older games that wouldn't work properly on newer OSes on their own. I don't see any reason Squenix couldn't tweak the code a little.

I don't promote piracy and I'd never do it myself since I have a good job. But this whole overpriced, multi part DLC that is ever prevalent in games these days goes against my moral fibre. A full game in the old days was £30. Now it's £30 for the beta, few updates later it'll be "final" and then out pop the £30 "expansion packs" and day 1 DLC.
I understand lots of companies are desperate for money but in these situations I don't feel bad if a game gets pirated.
Support good devs. Boycott the bad.

Looking through the steam database also revealed the free-to-play TF2 over a week before it came out, and there's also an entry for "Sonic Generations Beta". The more you know!
