It depends on when you started using a computer.
If it was Windows XP and up, it's in the lower right.
If it was Windows 95 and up, it's on the left.
Usually you rearrange it to the place it was before.

Gah, I hate that damn useless icon, first thing I do on a new PC or new install of windows is go into the registry and remove the whole recycle bin string. Restart PC and BAM, no more recycle bin, and everything deleted is permanently deleted instead of taking forever to move to the recycle bin folder, the way it should be.
