The government isn't involved, it should be a non-issue. If someone really finds this avenue of story-telling reprehensible, the simple solution is to not buy it (or even not make that decision in game).

Dragons are apparently sentient creatures. (don't let their unethical destruction and massive murder of the local area fool you, there's logic behind it!) So maybe no riding. It'll hurt their feelings.
