From the trailer, it's also on Steam. So it's 3 platforms, not two as indicated by the headline.

But unlike Steam, XBLA and PSN require a publisher. It makes no sense whatsoever why Microsoft and Sony force these devs to find a publisher when all that is required to do is put the data onto the servers, but whatever they still enforce that.
On the other, Steam like most PC digital stores allow devs to self-publish their games.

@xiLeShadow Sometimes MS and Sony will stand in the role of publisher, just like Steam does. Generally for exclusives, though.
