I'm not sure why you guys feel the need to resort to some convoluted, long-winded explanation about "cultural shifts to a more egalitarian Ferengi society" to simply explain the lack of a nude option for female Ferengi officers when a much simpler explanation already exists.
Section 24, subsection 7, paragraph 2 of the Federation Dress Code Handbook clearly states that no individual may appear nude on the bridge of any Federation vessel unless so ordered by the captain [or in the captain's case, by any superior officer]. I think this would clearly supersede any cultural leanings of any individual Federation officer.
