But the *main* changes which included new areas and all of those new cars were paid DLC.
Whether you think this should be DLC or not, Capcom decided that it wouldn't be. Not being able to use a certain car is different than being able to use a certain character. And considering the original characters are getting tweaked as well as the main gameplay system they didn't want there to be that big a discrepancy between those that had it and those that didn't. It's all or nothing, not bits and pieces over time like Burnout did.
