Windows DOES have key combinations that work with a keypad - but not with the row of numbers above the letters. So if you have a keypad (non-laptop keyboard) you can type Alt+0233 for é and so on (look at the Character Map).

Unfortunately for Macbook users, I'm not entirely sure there's a way to get your keypad to work on laptops like they do on PCs. I don't believe there's a Fn equivalent on the Macbook keyboard. Which means that if you're using boot camp... I don't see a way to quickly do it...
