Here in Australia all the copies have the disks taken out and have their boxes put in the shelf. Then you get a box for the game you want and take it to the counter where they get out the disk for it and put it in the box. Same goes for Cd and DVD stores. Unless the store has a bunch of checkout lines at the front like a supermarket, you can be sure that all of the games, cds, and dvds are empty cases and the disks are behind the counter to be put back in upon purchase. Basically, the ENTIRE current stock is put on display with the games removed. This way everybody can see the stock just by looking at the shelves. I always kinda assumed this was how it always was in the states. Though in retrospect it must be because that's what happened when I bought a used game from a gamestop over there.
Reading all these people complaining about something that is a fact of life over here, is odd. The game really isn't less NEW. Unless you think that breaking the seal somehow begins some irreversable rusting process on the disk, a process that isn't mitigated by the protective cases the disks not already in jewel cases are put in for storage behind the counter.
I've lived in Venezuela for 18 years, and let me tell you that Chavez considers just about everything the US and some other people do as a calculated attempt to specifically end his reign as dicta... I mean president and make Venezuela a new US state. He's really overestimating Venezuela's noticability on the global scale, people almost always ask me where it is. While it's likely that there have been legitimate attempts against his life, I doubt very much that Chavez is capable of detecting them. Of course, Chavez probably hasn't taken much note of this game in particular, just some flustered politicians.
