Your understanding is very, very wrong. It is based on, well, whatever the hell the government feels like blocking. They claim it is to block illegal content download. It WILL be used for broad censorship. There is NO question about that.

There will never be zepplin, not as long as page is alive, at least. He won't loan them, or anybody else, for that matter, the masters. As for floyd, they probably just want too much money. Or just won't let them do it period. I assure you they would LOVE to have both of those. And then, of course, you have the beatles problem. After, mistakenly, giving them their own game, even semi-big band ever thinks THEY deserve their own game. Harmonix really shot themselves in the foot with that one.
