Whoops, the PC version has the Games for Windows branding, so they prolly have to pay licensing for that too... nm my previous post!

Or, it could be because Microsoft takes a cut/charges licensing fees for the 360 version, whereas no such 1st-party licensing charge exists for the PC version.
