So even if someone saw the smoke as she was trapped initially, she would have still had time to hide from the explosion and escape prior to the fire department arriving hypothetically. Since the game is lousy regarding gameplay time versus real time, we'll never actually know how long she had to escape. It's been a couple of days since I finished that chapter, but it felt less than 4 minutes...I could be wrong.
