I also thought the vehicular animations added a sense of depth to the game. It was especially great for the BFRs, because nothing was more swell than watching a giant robot hunker to one knee so you could climb in.
That being said, I don't think you could kill a player entering a vehicle (without, y'know, blowing up the vehicle), so the animation didn't factor in to dipping out of a firefight. But again, it's been at least 6 years since I've set foot on Auraxis, so I could be remembering incorrectly.
I'm trying my best to vote with my dollars and not buy it, but I'm glad I'm not the only one who thought that this expansion pack crossed some unspoken line of integrity. A buck an emote, when some of them were already in the game is a sad benchmark to set for content value. I own every expansion but this one, and I'm giving up my status as a CoH completist because of it. It's a little depressing.
Outlevelling content is basically a non-issue these days thanks to Ouroboros and the super sidekicking system. I just now accompanied some brand new players on a sewer hunt (level 3-10 content) with my level 29, and I still earned more than half a level of experience. If you're worried about outleveling Praetoria, just join a team with lower level players, and you'll get some extra time to enjoy the content.
Well, if you're talking about revenue, I think it's much more damaging for a company to be known to tolerate cheaters, exploiters or grievers for their bottom line, and that would chase off a comparable percentage of genuine players. So there's a balance to that number. If a game goes lawless, than the lawful won't stick around to abide it.
