So by SE's own estimation, the game would take 10 - 12 years to make. If this studio runs at something around 25million a year (which is probably a conservative estimation for a Japanese game developer), we're looking at a game that will cost 250 - 300 million to make.
But really, at this point it isn't even about money.
With a project running 10 - 12 years, SE will certainly need to step the project onto new hardware (incurring all the extra art and code expenses), and the staff turnover will be unmanageable (also costing additional funds to train never employees, and the cost to write off their time and work before they're up to scratch) because no one wants to spend 10 years of their life on the same project.

Games this generation are shorter, because the cost of creating HD quality art is so prohibitory. Games are either short, or reuse assets and textures to reduce the art overhead.
