As much as I agree with the rest of your post, I can't help but take note of this particular sentence.
This would usually work in a face to face situation, but on "teh interwebs" it only seems to bolster the offender.
The best strategy for people like this is to simply ignore them
If they post something like this and logs back in the forums to notice 50 replies, he'll go: Sweet, someone saw my message, even though they're all against me, they still read it and post a reply! Being an asshole works!
if you ignore, they just won't see the point and stop (eventually...)
