120hz = every ~8 ms,
240 = every ~4ms
Pixel response time refers to the amount of time it takes for that pixel to change from its previous value to its new value, most new lcds average around 4ms to accomplish this value transition, independent of the refresh rating. Consequently 240hz is the highest they can go since at below 4ms, they'd be sending new values before the old value had a chance to complete the transition.
While i agree with your assessment that 120hz is usually coupled with another bit of software to make video smoother like 5:5 pulldown, it has nothing to do with motion blur or affecting the pixel response time.
