Hooved races still show boot artwork. They get an "ankle boot", so to speak. The boot displays armor around their ankles.

Female Worgen are the only race which I am not sure show boots. Equipping most boots, I don't see a difference. Maybe they get ankle wrappings, and I know on Wowhead their 3D viewer shows some footwear showing up completely covering the feet, but their 3D viewer is also buggy.

While I don't mind going shoeless on Worgens, it wouldn't surprise me if they left that out. The model was unfinished (got to love the out-of-sync sniffing animation where the audio finishes before it does.)

Jimson, Blizzard won't even let shoulder art be turned off because they said they wanted their artists work to be seen. They also resisted letting you visually change items (i.e. transmogrification) because they wanted people to go beyond certain items, and not use the same or older equipment all the time (they also said there was a technical reason, but found out it was much easier than they thought when they implemented it.) It took them nearly 7 years before they let people do this.

So the idea of an entire race which could NEVER have visual leg armor probably doesn't appeal to them.

Like I said, if they ever become playable, they will probably do them with legs, and have them be a mutant offshoot of the race.

I don't know about you, but I remember Gnomes in flying machines in WarCraft 2. I don't see how they are "shoehorned" in.

I won't spoil it for you, but look it up. It's called FarScape: The Peacekeeper Wars. It wraps everything up from the show. Unforunately, it did so so well there is no chance for a continuing show (at least as far as the story goes.)

It was in response to someone asking about playable Naga, if I remember correctly. And again, if I remember correctly it was Bashiok who responded. It wasn't just Naga, it was ALL non-bipedal races were impossible.

Would it be possible to overcome that limitation? Possibly. It would also be possible to overcome the hardcoded default 16-slot backpack, but it would be a shitton of work. This is how, from the description given on the way equipment works, the basic method the game uses to show equipment on characters. Without a proper leg region, the game can't equip anything there (this goes beyond artwork) and you would be left with a race who could never visible equip a leg-slot item. Unless Blizzard had a change of heart, and didn't care about an entire race being visibily incomplete with their gear, the only other thing to do would be rewrite some of the basics of the engine, something they are very, very wary of doing and might be more trouble than it's worth (again, default 16-slot backpack limitation is an example.)

If we ever saw playable Naga, they would be changed from the Naga currently in game. They would have legs, and probably a long tail, and two arms. Or in other words, look barely like the ones in the game. Some mutation or offshoot from the original race.

Blizzard said, a long time ago, that due to the way the game engine worked, it was impossible to put leg armor on non-bipedal races, so any non-bipedal races, such as Naga, Centaur, and Dryads, would never be playable. (And the one time you DO play as a Naga, or use the trinket to turn into one, the equipment is set.)

They also said, and I quote, "Murlocs are too awesome to belong to either faction." Then again, they said something similiar about Pandarans.

It really annoys me that Blizzard decided to make all flying pets fly around your head, instead of around your legs like before. So now when you have a flying pet out, and you aren't zoomed all the way out, they get in the way and you keep clicking on them when trying to click something near you.

"American" accent.

If there is one phrase that is inappropriate, it's this one. There are tons of accents all of the US. People from one state might sound different from another. It's not as "bad" as some European regions, where someone from one end of a region might not be able to understand one from the other, but there is still many accents. I still fail to see what's the "American" accent. Unless people are simply seeing the California accent used in a ton of TV shows, and assume that's how we all talk.
