Ok guys lets bring in some common sense. They said they had to port the code from PC to 3DS. What this means is that it was coded as a PC game. It was not a 3DS game made on a PC, it was a PC game ported to the 3DS. There is a difference between coding for PC and coding for 3DS, that's why people have to put so much work into emulators to get games to work on PC (even though the game was developed on PC)

Made on PC and working on PC are two different things.

Well I don't know much about game design, but I think what they mean is that it was running as an actual PC game not just being developed using a PC.

That makes no sense at all. Most videos I watch I never bother to see again, even if they were good.
