That's exactly what they're doing - to sell more PSPs, which is more necessary now since the PSP Go is a bust. It's only logical (in a business sense) considering the PS3 is doing fine now with FFXIII, MGS Rising and whatnot.
Microsoft does the same thing with the Halo series.
