If you have that few players that you can't get 15 characters in a guild you really don't need a guild bank. Especially with the cost. Just mail things to each other if you need to share stuff.
The writers here at Massively seem to miss the point entirely. What he said, whether it was in game, his character or what have you was flat out wrong. He encouraged other to try and drive someone to suicide. It doesn't matter where he said it, nor whether he named the person.
Perhaps you don't follow real world news so closely, but there was recently a trial in New Jersey where one college student was using a webcam to broadcast his gay roomate's sexual activities to his entire dorm, using the computer of an accomplice. That roomate later committed suicide when he learned he was outed. The student was found guilty at trial of 15 charges against him, including hate crime. Bullying of any kind has become quite a hot topic around the world, especially cyberbullying as there have been many suicides already as a result of it. CCP and every gaming company, as well as any professional forum needs to take a zero tolerance against cyberbullying. The law certainly is beginning to.
